It's the best non-player made amulet. Obviously making your own is much better though. At lower levels, sure. But you can easily surpass it with some of the higher level amulets or simply making your own. At lower levels it’s good when your at a high level than you could make much more useful items.
The Gauldur Amulet. That was one the least rewarding quests IMO. It took a lot of effort, three dungeons and six boss fights, to get an amulet that gives minor bonuses. With high enchanting you can make much better gear.

I suggest downloading SSEEdit and loading all your mods in it; then check the Gauldur Amulet to see what mods are touching the amulet.

Player made amulets will sure be a lot better once at 100 enchanting, with for exemple One-Hand Damage, Heavy/Light Armor, HP Regen.. But tbh Gauldur's amulet is really decent for that level.
