The problem with Okumura is a problem with the entire game, pacing and the games ability to inform you of its mechanics. Okumura's fight requires you to understand the core basics of the battle mechanics. Think about it. Wave 1: Wind and Fire. Wave 2: Ice and Psychic. Wave 3: Lightning and Nuclear. Wave 4: Wind and Bless. Wave 5: Psychic and Curse.
