Eu4 scratches my historical itch better than ck2/ck3, because ck is much more character focused and not so much on a nation's history. Your nation can completely switch names at the creation of a title in ck, but in eu4 it's much more tied to your country's legacy and stuff. Honestly, eu4 is more fun, but ck2 or ck3 is more friendly for beginners.

So the devs pretty much created a new game that contain similar elements to vic 2. Eu4 is pretty successful on the other hand. The devs don't need to reinvent the wheel. They can focus making existent systems deeper.
