I think you need to have done the Great Fairy Shrine quest (showing the painter a picture of it, available after getting the camera) and the Quest with the 10 Cucco you need to find. At least with that i was able to trigger the quest by talking to her at night in her house. Speak to her in her home at NIGHT.
