To me I think it's a government facility that may actually contain secrets underground. The back of the building has an elevator that cannot be used (at the moment) and that might potentially be where all the secret stuff there is. In short, Nervous wreck is the last stage of the Stress moodles and features the most severe debuffs.So if you want to stop and cure the Nervous wreck moodle, the best way is to sequester yourself inside your base for a few days.

Coming from East, you need to turn North right after the "Black Coffee" place, leaving the main road onto the grassy section, then find your way through the maze of broken down roads.
