Checking continuity at the switch terminals tells you if the switch is good or not. It should only have continuity when in 4WD. To prove the wire is shorted to ground you can check for continuity between the 2 wires in the connector when the connector is unplugged. If yes, it is shorted to ground so the light comes on.
