Take a small pair of vice grips and clamp down and turn the studs but just loosen them. Don't try to back them out completely with the vice grips. Snug but don't tighten the two bolts back on the carburetor. Then put the nuts on one stud and tighten the two nuts together. I’m reading about the Kawasaki FJ180V surge, I have a brand new machine, straight out the box, it too surges during load, it idles beautifully.. it will really surge at full throttle, but if I back it off to about 3/4, it surges very little.. The KLR comes pretty lean at just off-idle and mid-throttle. The 22 cent mod shims the needle with one or two #4 washers to richen up the mid-throttle. Done at the same time is removing the plug from the underside of the carburetor to expose the idle mixture screw. Seat it, then turn it out about 2 1/2 turns to richen the off-idle.

As I mentioned, it was surging before with the old carb, so the problem is probably not related to the new carb. I disconnected the governor shaft from the throttle linkage today, and the engine ran fine at all RPMs. So the surging seems to be caused by the governor somehow. I watched the end of the governor shaft and it's all over the place.
