Version 1.17a Playing on a Server but have the same bug on Singleplayer. So this problem, I have, is that my Fission Reactor Ports don't accept redstone or better said only for one moment and then they don't power the fission reactor any more. and this moment is mabye a tick.

A fission reactor was designed to work with coolers, otherwise you'd just fill it with cells and moderators and switch it on and off, which totally defeats the purpose. The dev for NuclearCraft himself demonstrates how to do this on YouTube. It doesn't defeat the purpose at all, it simply slows down your average rate of generation.
